Delaware House Bill Aims to Increase Reach of Mobile Sports Betting | Latest Updates


State Reps. Franklin Cooke and William Bush of Delaware have introduced a bill, HB-365, aimed at expanding mobile sports betting in the state. The bill emerged from a bipartisan task force and would allow for more competitive mobile sports wagering options by allowing casinos to partner with multiple sports books. Supporters believe that this bill will not only benefit marketplace competition but also increase state revenue.

Rep. Cooke emphasized that the addition of online sports betting would generate additional revenue that could benefit programs aimed at treating and educating compulsive gamblers and addressing problem gambling. The bill would require licensed internet sports lottery operators to pay $500,000 for a five-year license and return 18% of monthly adjusted gross sports lottery receipts to the Lottery Office. An additional 1.5% of monthly proceeds would be allocated to the Delaware Thoroughbred Racing Commission or Delaware Harness Racing Commission.

The licensing fees collected would go towards the General Fund, providing additional funding for state programs. HB-365 has been assigned to the House Administration Committee for consideration, and a hearing is expected within the next twelve legislative days. If passed, the bill would bring significant changes to the mobile sports betting landscape in Delaware, creating new opportunities for both operators and consumers alike.
