Delaware State Police Arrest Two for Organized Retail Crime at Tanger Outlets
Rehoboth Beach, DE – November 20, 2024 – The Delaware State Police have arrested two individuals, Shakiel Carter, 30, of Dover, and Tramel Wright, 24, of Hartly, in connection with a series of organized retail thefts at multiple Tanger Outlets stores on Saturday, November 16, 2024.
Police responded to a report of shoplifting at The North Face store around 4:14 p.m. Witnesses reported that a female suspect was concealing stolen merchandise in her clothing, while her accomplice exited the store moments before law enforcement arrived. Upon trying to detain the female suspect, identified later as Carter, she fled in a Honda minivan with Wright and a four-year-old child. The minivan was located quickly, but both suspects fled on foot, abandoning the child inside the vehicle.
With assistance from bystanders, police apprehended Wright in a nearby business, where they discovered approximately 0.21 grams of suspected heroin in his possession. Carter was later found at a nearby ACME Markets. A search of the minivan revealed stolen items valued over $1,700 from Victoria’s Secret and Under Armour Factory House.
Both suspects face multiple charges related to the thefts. Carter has been charged with felony organized retail crime, attempted theft, conspiracy, providing false statements to law enforcement, criminal impersonation, and endangering the welfare of a child. She was arraigned and is held on a $23,050 secured bond at Delores J. Baylor Women’s Correctional Institution. Wright faces similar charges and remains in custody at Sussex Correctional Institution on a $6,000 secured bond.
