Each Inmate in Delaware Department of Correction Now Has Access to a Digital Tablet


Delaware Department of Correction (DOC) has successfully deployed over 4,000 new digital tablets in its correctional facilities, ensuring a one-to-one tablet to inmate ratio. The initiative comes five years after the introduction of digital tablets in the facilities, where previously six inmates had to share one tablet, leading to conflicts.

Commissioner Terra Taylor highlighted the tablets’ role as a communication tool for inmates to stay in touch with their loved ones, exchange messages and receive photos for a fee. However, the tablets now also offer free rehabilitative programming, education courses, and job training, supporting inmates’ mental health and emotional well-being.

Inmate George Brinkley shared his positive experience, mentioning the importance of communication with his family using the tablets and the job skills courses he has accessed. Brinkley expressed excitement about utilizing his culinary certificate upon reentering the workforce.

The tablets have proven to be popular among inmates, with a significant amount of time spent on the free resources they provide, such as the law library. Since the implementation of the one-to-one tablet ratios, 68% of all phone calls were made through the tablets, demonstrating their effectiveness.

The tablets were deployed at no cost to Delaware taxpayers, with inmates and their loved ones covering the costs of phone calls, messaging, and entertainment access. DOC ensures that the tablets do not provide internet access and that communications are monitored for safety and security purposes.
