DIAA impacted by two new laws changing high school sports landscape

Delaware Interscholastic Athletic Association Undergoes Changes
Governor John Carney recently signed two bills into law that will bring about significant changes to the Delaware Interscholastic Athletic Association (DIAA). The legislation arose from a task force led by Sen. Nicole Poore, which spent the last year examining the DIAA’s operations.
Senate Bill 280 designates the DIAA executive director as a state Department of Education employee, while SB281 alters the transfer process for student athletes.
Previously, students transferring after two years of high school athletics faced a lengthy waiver process. Under the new law, students can transfer once without penalty after two years of competition, but subsequent transfers come with eligibility restrictions.
Additionally, the DIAA executive director will have 15 days to decide on waiver requests, and a panel will hear any appeals. The DIAA board composition will also change, with a reduction in voting members and an increase in medical field representation.
The DIAA’s monthly meeting scheduled for August 8th was canceled due to a lack of quorum, but the current board will continue to manage interscholastic athletics until the new board is selected.
These changes aim to streamline operations and ensure fairness in high school athletics in Delaware. Governor Carney’s approval of the bills marks a significant step towards a more efficient and transparent DIAA.
