The declaration allows the commission to manage reservoir operations, divert water from outside the basin area, and oversee river flow objectives if drought conditions worsen. The last time such an emergency was declared was in 2016. Record dry conditions in September and October have led to a 10-inch rain deficit, increasing the risk of wildfires and causing water supplies to diminish in parts of New Jersey and Pennsylvania. The commission’s primary responsibility during a drought is to conserve and protect water supplies for the millions of people who depend on the Delaware River Basin.
