Delaware County’s Personnel Board has terminated Emergency Services Director Timothy Boyce following allegations of ageism, gender discrimination, and sexual harassment from two female employees. Boyce was placed on administrative leave on April 25, and an investigation by the county’s HR department concluded in his termination. The two complainants filed complaints with the Equal Employment Opportunity Commission and the Pennsylvania Human Relations Commission, with their attorney Mark D. Schwartz praising them for their bravery.
One of the women accused Boyce of groping and kissing her without her consent, prompting her resignation. Boyce has not yet commented on the situation. Deputy director Ed Beebe will now lead the 125-person department, managing the county’s 911 center and coordinating emergency responses.
Schwartz raised concerns about whether Boyce’s termination was a preemptive move by politicians, but vowed to hold Delaware County accountable for allowing Boyce’s behavior to go unchecked. The county stated that harassment, discrimination, and retaliation are not tolerated, and that they are committed to providing a safe work environment for all employees.
Delaware County is now working with the Public Safety Staff to provide necessary resources as they navigate this difficult situation.
